I am able to find the comment box appear only in a single page at a time.
On other pages, I am able to find the following code instead:

<comments />

I am able to see the comment box in the page preview window.
When I save the page, the box is gone & I find the "<comments /> " in the page end.
I am using Mediawki version 1.23.2.

I have tried both Stable & Master developer versions of this extension.

First off, let me clarify this once again: for [[mw:social tools]] (like Comments, SocialProfile, etc.) maintained primarily by me, master *is* the stable and recommended version, and generally speaking it should run on the latest *stable* release of MediaWiki (i.e. what we at [[mw:ShoutWiki]] currently use).
This is somewhat confusing and I can see why you, as well as many others, would get confused by this. The fact is that right now there's not enough resources to support social tools against multiple MW releases, so I've decided to support only the latest stable release of MediaWiki. While social tools generally speaking *try* to have meaningful version numbers, people -- myself included -- often forget to bump it or intentionally don't bump it when making small, yet meaningful changes (such as a one-liner bugfix).

Now that that's been said, onto the actual issue at hand! I don't get how it could be happening and so far I've yet to see it in the wild. Can you share more details about the server as well as your setup (browser, its version, operating system & its version)? Have you checked your PHP/web server's error log?

Also, are you able to reproduce this bug on the official social tools' testing & development wiki at http://social-tools.wmflabs.org/ ? That wiki is usually (almost) always running the latest versions of all social tools.
