Trying to set description "order of the Kingdom of Belgium" to Q1068636 and getting error "Item Q17200661 already has label (?!) "Order of the Crown" (?!) associated with language code en, using the same description text." I am able to set description "foo".

What did you expect to happen instead? 
Why do you think there is some bug in the software?

Expecting ability to add, but OK, it may be also considered as feature.

Two items can not have the same label+description. Another item already had the same so you couldn't add it. That is an intended feature.
