On meta, I can no longer change the workflow status for translations despite being in the "translation administrators" group. When I open the status dropdown, all options are marked with the css class "unchangeable" and can not be clicked.
When looking at https://meta.wikimedia.org/w/api.php?action=query&format=jsonfm&meta=messagegroups&mgformat=flat&mgprop=workflowstates&mgroot=page-Tech%2FNews%2F2014%2F27 while logged in, every state is marked as unchangeable, so it is not a frontend issue.
https://git.wikimedia.org/blob/operations%2Fmediawiki-config.git/110fb4668ae785471d14466b7807c00b45efad5f/wmf-config%2FCommonSettings.php#L2159 gives translate-groupreview to all users unconditionally, but https://meta.wikimedia.org/wiki/Special:ListGroupRights shows it is only available to sysops.

Sorry, i totally forgot that ZeroPortal is enabled on Meta due to analytics needs. Fixing
