Currently, it's impossible to change the message that's displayed when an abuse filter disallows an action. As a hack, wikis today set the filter to both warn and disallow, and the custom message is set on the warn action. The problem with this, as described at https://en.wikipedia.org/w/index.php?oldid=624838076#Message_rotation.3F , is that the custom message only appears once if the user tries to save multiple times. To fix this, disallow should support custom messages just like warn does.
