Right now it looks like all build results are being announced to #wikimedia-qa.

To reduce the amount of unneeded noise (and in prepration for upcoming icinga alerts for Beta Cluster coming in) let's change it to only announce changes in build status (iow: only failure -> success or success -> failure).

This can be done in integration/jenkins-job-builder-config.git  All the browser tests are using the `browsertests-irc` macro which can be find in macro.yaml

It is currently set to notify all builds:

  strategy: all

One can pick a different strategy by having a look at JJB doc http://ci.openstack.org/jenkins-job-builder/publishers.html#publishers.ircbot
