There is a flash where the CAPTCHA is at the top before moving down.  That this can happen is due to how it's generated in an extension but moved around in core.

Without changing that, it may be possible to avoid the flash by generating a top style sheet to hide the CAPTCHA temporarily, then moving it (as it does already), and finally unhiding it.

Then, it would still appear, but you would never see the unstyled version or have it be in the wrong place.

I'm not sure whether the flash has been there the whole time since we did the CAPTCHA restyling.
