On talk pages users often add a new section by editing the last section, which is a bit annoying, as the automatic summary ("New section ...") is missing and instead the title of the old section is shown. [[de:Mediawiki:Common.js]] has a script to add the link to create a new section also next to the edit link of the last section (search for "Neuen Abschnitt"). You can test this on any talk page (or any other page which allows you to add a new section). This admittedly is a strange place to put such a link, but it seems to work, so it should be considered to implement this directly in MediaWiki. If you want to collect some usage statistics about this link, you can probably modify the code in [[de:Mediawiki:Common.js]] to do so.
