1. Go to https://he.wikipedia.org/wiki/User:Amire80/Latvian . 2. Hover over the link in the article. Observed: The hovercard shows a map that doesn't appear in the target article. Expected: Probably no image; definitely not an unrelated image.

What do you mean by doesn't exist? It's in the navbox. Looking if it's possible to score it down based on section number...
Ah, it's there, but the navbox hides it. Feel free to close it as INVALID or WORKSFORME unless you want to do something smart about it. Thanks!
Mhm, the only option I see is to add an option for explicit image blacklisting, e.g. [[File:foo.jpg|notpageimage|...]] because automatic scoring based on section or otherwise on position in page doesn't seem doable without ugly hacks in core. Please tell me if you think it's a good idea.
It may be a good idea in itself, but it has little to do with this non-bug and can be considered separately.
