If login on a project requires special directions (such as 'use same login as blah', or 'some accounts have been lost, please recreate your account and contact a sysadmin'), the project needs somewhere to put those directions on the login form. Without this, users get confused and then leave.

The login form needs (at very least) a customisable intro string.

Apparently this was fixed in 1.24. Unfortunately that doesn't really help everyone on a stable version currently; I hope people will be more careful when arbitrarily removing things in the future.
