- define protocol and use it to bootstrap the dashboard
- keep state as dashboard ui changes
- add button to share/expose link

testing if scrumbugs will catch this and put it into current sprint.

scrumbugs is not picking up this task so I keep changing the whiteboard hopping it works.  scrumbugs is in the cc list for this bug :-(
