This is a 404: <http://noc.wikimedia.org/cgi-bin/report.py>. It is linked to from both <https://wikitech.wikimedia.org/wiki/UDP_based_profiling> and <http://noc.wikimedia.org/>. I moved it to tungsten and subsequently disabled to reduce load on tungsten. It should be re-enabled and the links should be updated.
It's also mentioned in https://www.mediawiki.org/w/index.php?title=Performance_profiling_for_Wikimedia_code&oldid=1082364 , https://wikitech.wikimedia.org/w/index.php?title=Operations&oldid=108243 and some other (archived?) pages on mediawiki.org and wikitech. Maybe crawlers were overloading it? (Google follows any link added to mediawiki.org within 24 hours.) Setting a crawl-delay on https://noc.wikimedia.org/robots.txt might help.
