insource regex highlighting produces garbage results on pages with multi byte characters.

They are garbage in that it highlights things totally incorrectly - at the wrong offsets.

This bug tracks us releasing and deploying our highlighter which is the component that actually has the bug.  The original bug is https://github.com/wikimedia/search-highlighter/issues/6 because Elasticsearch plugins typically track their bugs on github.
