What does this actually mean? We already have term lookup methods based on the terms table. What additional ones do we need? Or is this about changing existing ones?

The title of this issue says more about a possible implementation than about the problem to be solved. Not good.

The requirements over here IMO aren't clear enough... but I'm fairly sure that TermSqlIndex wont fit (also it's uncached).
