Patch https://gerrit.wikimedia.org/r/#/c/162553/ enabled original personal toolbar in Special:CX instead of custom constructed one. But that toolbar somehow does not respect the compact personal toolbar beta feature from VectorBeta extension. The required RL modules to change the toolbar to a dropdown menu is not loaded
