When I am logged in as 'Prtksxna' on mediawiki.org going to Special:Notifications shows:

Unexpected non-MediaWiki exception encountered, of type "Exception"

Does not happen for me on https://www.mediawiki.org/wiki/Special:Notifications

Is that line the entire output that you receive?

IIRC this was fixed with a Flow backport after Prateek filed the bug.
