in a bundled "new topics" notification, there are no clickable links in the text:

In the flyout, this would link to /w/index.php?title=Talk:Flow&topiclist_sortby=newest&fromnotif=1

In the Echo flyout the entire notification is often a link to something relevant. But when presented in Special:Notifications, this super-link behavior is absent. I think the thought was that individual items in the notification would be links, so you would click those.

IMO we should have the same "entire link" work in Special:Notifications for consistency.
