a locked topic in Flow board Small view

The new "Reason: ..." line for a locked topic remains visible when you switch a board to Small view.  The "[lock icon] This topic was locked by USER" line is also visible in Small view, as it has been for a while.  See attachment.

I would prefer Small view to only show the lock icon in front of the title so it displays on a single line like other titles.

This isn't a regression since the separate Reason is a new feature, and we may ditch the tri-state (Topics and posts/Topics/Small view) collapser.  So this is a low-priority bug. However the need to present compact information will remain when we show topic lists in a TOC or search results.

We're going to remove collapsed view in the next sprint.
