I can consistently reproduce this on Safari 7.1 on Mac OS X 10.9.5.

After resizing, the dialog shrinks to the appropriate size.

Since the dialog is not actually initialised as meant-to-be fullscreen, the buttons are not moved to more appropriate places and thus Cancel is all the way at the bottom.

Confirmed in Safari 7.1; this looks like an OOjs UI issue mis-measuring the height of the screen space for the window. If you make the window (viewport) size as large as the *page* it suddenly snaps to the right size. Safari bug OOjs UI needs to work around?

This makes me suspect there's a window vs body issue going on.

… which is very familiar to those who've spent time battling iOS Safari; maybe the codebases are converging in their non-standard behaviour?
