If I edit a section (not the fullpage), and click Preview, the list of "Templates used in this preview:" isn't showing me things like {{cite news}} or {{dead link}} or {{quote}} templates. It should.

Confirmed logged-in and -out, at random Enwiki and Frwiki pages, e.g.:
https://en.wikipedia.org/w/index.php?title=Nobel_Prize_in_Chemistry&action=edit&section=1
https://fr.wikipedia.org/w/index.php?title=Racing_Club_de_Lens&action=edit&section=4
https://en.wikipedia.org/w/index.php?title=Exploding_whale&action=edit&section=4  (Here, it shows the templates/modules for the {{citation needed}} template, but not the {{Cite news}} template.)

However, if I edit the fullpage, it puts the list of templates into a section titled "Pages transcluded onto the current version of this page:"
e.g. https://en.wikipedia.org/w/index.php?title=Nobel_Prize_in_Chemistry&action=edit

This problem only exists if the templates are within <ref> tags. 
Confirmed in a sandbox. 
(Thanks go to legoktm for suggesting that possibility).
Moving to Cite component for triage.
