For example An URL like this one for example fails:

gives:
[fatal/request][oer/OER4Schools/1.1 What is interactive teaching] Did not find page revisions for OER4Schools/1.1_What_is_interactive_teaching

It should be:
http://oer.educ.cam.ac.uk:8000/oer/OER4Schools/1.1%20What%20is%20interactive%20teaching%3F?oldid=18723

https://en.wikipedia.org/wiki/%3F: appears to print just fine.

What are you trying to do exactly?

(Perhaps https://gerrit.wikimedia.org/r/165198 fixed this bug?)

I confirmed that after pulling again the git master, the bug has disappeared... thus I guess your are right :)
