For sitelinks and terms we have a section-edit mode that switches the complete sitelink-section or terms-section into edit-mode. However for large lists (e.g. many sitelinks) this requires quite some scrolling when a user clicks [edit], adds/edits something and then wants to save as he has to scroll all the way up again to reach the [save].
One solution would be to have a clone of the toolbar at the bottom of the section as well. Another one would be some sort of floating/sticky toolbar that moves along while scrolling.

We decided to go for the floating toolbar.

We decided to not implement the sticky notification bar yet (would only make sense together with the layout change) and re-position the existing notification bubble in a way that it fits to the floating toolbars.
