localTemplateBasePath should be the same as localBasePath

When templates are in core localTemplateBasePath will no longer exist. You can help this migration by making the values of them identical for the time being :)

On second thoughts, this is not actionable right now. Latest patchsets means this is unnecessary.

You will however need to migrate to using the ResourceLoaderFileTemplate module asap when https://gerrit.wikimedia.org/r/#/c/165952 gets merged.
