IE11 test2 and betalabs Steps to reproduce: 1. Open VE-> try to insert a link(via a shortcut or by clicking on the option) - the box(class="oo-ui-window-isolated oo-ui-ltr" ) shows up and disappears momentarily. 2. Editing links - presents the same problem Debugger complains about load.php "Unable to get property 'from' of undefined or null reference' rangeSelection is undefined.
Affecting IE10 as well, as per fi.wp report.

Verified in test2 and production(en.wikipedia.org) - inserting a link with a menu option - OK - editing an existing link wiht a menu option - OK - insert a link with the shortcut - Ctrl+K - the link inspector opens and closes momentarily
IE11: Using a shortcut Ctrl+K to insert a link consistently gives the following message twice : DOM7009: Unable to decode image at URL: 'data:image/gif;base64,R0lGODdhAQABAADcACwAAAAAAQABAAA'. File: gif;base64,R0lGODdhAQABAADcACwAAAAAAQABAAA
