Fram says that the "Page settings" item should be the three items most commonly wanted by encyclopedia article editors: * redirect * disambiguate * displaytitle and that all the other options should be "Advanced settings" (or not displayed at all as described in bug 72396).

(That's not to say the current list is good, but it's based on the MediaWiki manuals for "simple" controls.) (I've re-written the title to make it an actual ask.)
