I clicked [edit] for the site links section, then added a frwiki link, then clicked add to add another (but didn't anything for it it yet).

At this point, I can't click save but should still be able to and save just the frwiki link, even though i didn't fill in the second link yet. (it's empty)

The behaviour is the expected current behaviour of the UI. Will change with bug #72023.
