Currently, the recommended setting to receive notifications of new account requests requires the requesting user to also confirm their email before a notification is sent:

$wgConfirmAccountContact = 'somebody@example.com';

However, this is only one use case (1). In my use case (2), I want to receive a notification upon the submission of a request, regardless of whether or not the user has yet to confirm their email address. Namely something like:

$wgConfirmAccountInitialContact = 'somebody@example.com';

Based on a conflation between these two use cases above, the following discussions were given incomplete responses:
