Page options drop down horizontal scroll bar

Steps to reproduce: 

1. In IE 11 in full screen- open any page for edit in VE.

2. Click on Page option icon - the drop down menu options will be displayed partially and a horizontal window scroll bar will be displayed.


The screenshot is attached. 

The bug is somewhat similar to 56713(also, to 72592).

As it was described in 56713 - the bug "alternates"  i.e. 

IE11 test2: Open a page in VE and click on the 'Page options' icon - the drop-down menu options are partially displayed. Then switch to 'Maximize' browser view(or if you were in  'Restore down', switch to 'Maximize'), the menu options will be displayed in full.

Probably the same bug as bug 72592, but leaving distinct for now.
