(On beta.wmflabs) I had a very hard time finding the table editing menus for Merge cell. I knew they were available, but assumed they would be part of the normal attached-to-the-table menu system.

I also didn't notice the "Content cell" menu appear until it was pointed out to me.

I think it would be more intuitive, to put those controls next to the elements I'm changing, as shown in the mockups at https://www.mediawiki.org/wiki/VisualEditor/Design/Table_editor#Version_2

Yeah, I agree. Over-riding the formatting menu is clever but entirely non-obvious, and completely breaks the VE design rule about only disabling, not changing, controls between contexts.
