The same issue as described in bug 72188 applies in VisualEditor; namely that dark system settings lead to unreadable text in certain forms. This is almost certainly because the background colour has been defined and the text colour has been left to the system, leading, in this case, to white text on a white background.

Is it duplicate to 72192? 

Tried it with Chrome(Mac) and with 'Cite web' template - it's not reproducible.

It's not a duplicate of bug 72192, but it's the same issue. The codebases are unfortunately still separate.
