As of a fee minutes ago I can't ssh into that server:

$ ssh bastion-eqiad.wmflabs.org
ssh_exchange_identification: Connection closed by remote host

There is a labs outage underway.  It's always a good idea to check the labs mailing list before logging bugs like this :)
