Splitting the bug from 72392.

Open a page in VE and insert a link with the shortcut - Ctrl+K - the link inspector opens and closes momentarily. 

The console displays the following(consistently): 

DOM7009: Unable to decode image at URL: 'data:image/gif;base64,R0lGODdhAQABAADcACwAAAAAAQABAAA'.  File: gif;base64,R0lGODdhAQABAADcACwAAAAAAQABAAA

Wait, the link inspector actually closes? I thought it was just the error...
