wmf-config/InitialiseSettings.php has some global throttling configuration, under wgRateLimits, but only account creation rates are configurable using throttle.php

Adding the ability to configure others, such as edit rates for new editor (useful in edithathons) and other configuration would be very useful.

Could you give us facts about the current limits and how they could usefully be bypassed during events?

yes. today was a editahathon in a uni in israel all attendees were requested to create an account 24h before the event due to past issue with account creation rate limiting in the past. there were 70 editors editing from one ip. which in the config limits to 8/min. due to this most editor could not edit. This is a use case i faced today.

[The bug title does not describe a bug but a solution or feature / new functionality. Hence setting priority to enhancement.]

Might also be something to file against MediaWiki extensions > ThrottleOverride ?
