/data/project/upload7/wikipedia/commons and many of its subfolders are owned by root:root with drwxr-sr-x permissions, which prevents apache:apache from writing files. As a result uploads don't work on Beta Commons: 73229

The bug has been reported as bug 73206. We need a apache:apache user:group to be created on the NFS server.
