dragging block images split tables

The bug is split from 72995

Dragging an image and placing the insert cursor outside a table will split the table.

It seems that formulae(display:block;) cannot be dragged into a table but are perfectly draggable over the page, including a caption of a table. 

Should we make formulae draggable to tables?
