Steps to reproduce:


1.Open a page with VE
2.Go to Cite>Basic
3.Type something like "reference"

Observed Result:
All the letters gets garbled , "Insert" button remains disabled, cannot delete the text even


Environment:en.wiki, test2 and production

It also happens for Media Setting Dialog when you add caption to it.the "Apply changes" button remains disabled
