One notices wikitext wrapped in <blockquote> does not cause the
generated <p> that unwrapped text gets. Valid XHTML, but best practice?
But if you start audding it, what will become of wikitext that already
have "<blockquote><p>"?

Tidy would remove that.

<blockquote> is a valid block level element, and so is exempt from paragraphination the same as any other block level element in wiki markup.
