The [[Special:Statistics]] page should give users a indication (such as a footnote) that the asterisk symbol means there's a tool-tip visible when hovered over. It has caused confusion with users, such is visible in this mailing list post http://lists.wikimedia.org/pipermail/wikien-l/2008-November/096763.html
I'd rather not add another (useless) message, but change the asterisk into a small 'lightbulb' icon, which I think more clearly indicates that something is going on there. In a technical sense, this probably has to be inserted as a variable in the message, or it may go wrong with LTR/RTL. Wikimedia Commons must have an icon that fits our purpose with the right license.

Fixed in r44013. See demo at http://translatewiki.net/wiki/Special:Statistics?uselang=en
Ugh... why on earth are those tooltips? That's necessary content to understand what the rest of the text means.
Removed the tooltips entirely in r44509.
