If I am at the page special:recentchanges on cs.wp, I can clearly see an orange box informing me, that I have a new message. It is situated on the top of the informative box (template:RC). It seems like template RC is overlapping the orange box. Not visually, but probably with a transparent bacground. But I would guess the problem will be how this page is being rendered in the browser (it is bad on several versiouns of FF, when using Vector).

The new messages thingy has been moved in some way; it looks ok but doesn't show hover effects or a hand cursor (or respond to clicks) over most of the link. A few pixels do allow clicks, but something's amiss.
Looks like the div with id Sablona--OznameniRC__IRC is overlapping it (this is the right-aligned line that says "Můžete také sledovat IRC kanál #cs.wikipedia | d·h·").

It looks like it is your local IRC info that prevents the clicks.

I can't repair it, I don't have permissions in that wiki. The text comes from http://cs.wikipedia.org/wiki/MediaWiki:Recentchangestext and you need someone with good CSS and html skills how to fix it or just take another approach.
Just tested and it's still the same, please contact a local sysop...
<div id="mw-content-text"> covers <div class="usermessage"> because #Sablona--OznameniRC__IRC has the value "margin-top: -3.2em;". And no z-index. Now I'd love to know in which file that CSS is defined... :)

Thanks. Marking as INVALID for Bugzilla as it's on-wiki code and as the way how a cs.wikipedia admin could fix the CSS is pretty clear now.
On-wiki CSS and JS is in scope for this component.

I don't want bug reports for every single incorrect line of code that somebody has written on some wikipage.
