The "nearby" function works properly when the locale of my phone is English, Russian, Polish or Spanish. If the locale is Hebrew, Czech or Catalan, I see the map, but I don't see any article markers. It may be a bug in the app itself, but it's possible that the Wikipedias in these languages use nononstandard tagging.
If this isn't going to be solved soon, then the "Nearby" button should be disabled for the languages for which it doesn't work or should at least show a message that says something like "Showing articles about nearby locations is not available for this language". Otherwise it is very puzzling.
The importance of this bug must be higher. This feature is the most notable difference between the app and the regular mobile site.
Did you check if the same article in Hebrew, Czech or Catalan had the same geo-tagging? Agreed that this is a highly visible problem, though of course there may simple be no nearby articles in some languages.
Check this: https://en.wikipedia.org/wiki/Ora,_Israel - that's where i live. The coordinates in en, pl, he and cs are the same, but it only works in en and pl when i'm near the University.

It looks like the "geosearch" API is not available/enabled in Hebrew Wikipedia...
It's not enabled anywhere right now - Cirrus is disabled due to issues (see operations channel) and therefore GeoData is not enabled.
https://it.wikivoyage.org and other language versions are suffering majors issues due to the multiple visualization of the #coordinates: code (see bug 72559). Please fix it asap.
