Well, Andrij wants to administrate new mailing list using his two own emails for primary and secondary administrators, instead of two most active organizers of Wiki Loves Monuments 2013 :)

Illya had to ask me befor creating new mail list. The idea of international WLE arise in Honk Kong during the WLM workshop where I made a presentation about WLE. There I contacted with interested wikimedians from all over the world. If the problem is in your desire to a mailing list, OK, I don`t mind. But do not do it in a such rediculous form! Just ask me to mark you as secondary administrator

Anrij, director of Wikimedia Ukraine asked to create new mailing list,  so I did it. You are completely wrong that idea of international WLE
arose Hong Kong on August 2013, because it was planned so from the very beginning, and I presented it on Wikimedia Conference in Milan on April 2013 and on international wikimeetup in Kyiv in May 2013 after Chornobyl wikiexpedition. 

I added Yevhen Buket and me because we where active organizers of Wiki Loves Earth and still continue working on it. I don't think that if you did one presentation on the project you can tell everyone what they should do. 

So if you did not take active part in Wiki Loves Earth organisation, please ask community first, and not quarrel in an open to the whole world bugzilla task.

It really does not matter if this request to create the mailing list is handled in 52704 or 52705. 
Mailing lists can have several admins, there is no "first" or "second" one.
Please sort out potential conflicts and keep in mind that every comment in Bugzilla creates bugmail for *everybody* watching the bug report. Thanks.

Yeah, I'm grabbing this and am not creating for now. 

While I can fully understand a mailing list that reached some consensus at a meeting here at Wikimania this discussion (and the other bug) show enough doubt that I am unwilling to accept it. 

At this point I either need agreement between the parties already involved here or some consensus on wiki (likely on the commons pages).

If this list is for *international* contest, why are two (or three) administrators from Ukraine proposed? We should take administrators from  different countries, for example: one from Ukraine, second from Greece, third from other country which want to participate.

This ticket seems to be stuck.
Is there some written history of discussion about creating this mailing list, and agreement on its scope? (Just an idea to get going here again.)

My very personal point of view: I don't consider mailing list administration a very crucial issue, but seeing trusted community members as admins, preferably from more than one community, would indeed be very nice.

Hey there,

i can create new mailing lists, so issue there. But what i need from you guys is one contact person to be the initial admin i can give this to. This person should ideally already be familiar with mailman and/or deal with any further discussion on who is going to become list admin and should handle any password requests for other list admins,mods etc. If there are requests to config changes for the list they should then be discussed between list admins without further ops intervention. Remember there is just one admin password per list that needs to be shared with all its pros and cons. Also remember i will just set this to the most basic list settings and once i give it to the initial admin contact it's entirely up to you to change the design, the description and decide on the policies for subscription, if archives should be public or not and so on. We would like to decentralize this as much as possible, this is a good idea, so we as ops or people with the list-creator password just want to be the initial contact to execute community consensus.  

So just point me to the consensus and i'll create it and hand it over.

I also added base-w at yandex.ru to the list of admins. So you will see both in the "list run by" line on the listinfo page.   Though, Ilya still needs to send the password to BaseSat now since i can just enter a single address as the one to receive the initial one on creation. And there is just one password as mentioned above. I didn't want to further complicate it by resetting it again and sending 2 more private mails. Hope that works.

please also make sure TheHelpfulone hears of this ticket if he doesn't already anyways so the new list is added to the various wiki places.

please discuss your desired settings for approval of new subscriptions, public archives and so on. Also take a look at recommended spam settings for mailman. We already use spamassassin on the server and _score_ mail for you in the headers, but we leave it to you to decide what to filter on, we don't filter, we just inform you of the results to decide. 

please just don't de-activate the "advertise list" option unless there is a very good reason for it. we'd like the list of all lists to be complete even if they are closed lists, but the mere existence of them shouldn't be a secret.

on one more note, you can even change all the HTML of your listinfo page to make it nice and shiny now, just using the list admin interface.

without needing the list of personal addresses. also note how that is the actual target when you hover over the 'list run by' contact line

succesfully subscribed you to your own list, admin membership means knowing the pass, being subscribed to a list is separate, but done. claiming resolved now
