Links to mediawiki.org in messages should be consistent: full https://www.mediawiki.org, proto-relative //www.mediawiki.org, or interwiki mediawikiwiki:. Both of the first two are in use now in various messages, the third will be once I8cefafbc is merged. We should settle on one and use it everywhere; personally I'm inclined towards the interwiki version, which according to bug 43591 comment 3 works since 2007, is easier to migrate to per bug 43591, and in general just seems neater.
Don't use interwiki prefixes in general MediaWiki UI messages; you should not assume any of them will be present or working.
I recommend using only https: links please.
Thanks Brion, it seems we can change the summary to reflect the recommendation? By the way, this is a core bug, but some extensions use interwikis; for instance I think CentralAuth links to Meta in some places (and with the wrong prefix even, meta: instead of m:).
