It would be useful, particularly for multilingual wikis, if #time had a code for outputting the standard date layout of a language. For example, for English this would be equivalent to the code "j F Y", but in Mandarin it appears to be "Y年n月j日". I imagine this data is already stored somewhere, as it seems to be used in signature timestamps on different language wikis.
Note you can somewhat use formatdate to do that (Formatdate outputs the user's preference date format, which defaults to the standard wiki one, but can be changed)
I did not notice this bug, but I am working on writing a Lua module for translating dated on Commons. The old Template did EVERYTHING from scratch and the new one will be mostly an interface to {{#time}}. And the first step was to convert the templates cataloging language's standard date formats to {{#time}} formats. They can be found at https://commons.wikimedia.org/wiki/Module:I18n/date
