Steps to reproduce:
1. Go to https://en.m.wikivoyage.org/wiki/Main_Page#
2. Click on [dismiss] at the left of the banner
3. PROBLEM: Banner not dismissed

Similar to https://bugzilla.wikimedia.org/show_bug.cgi?id=29402 which was "fixed" in 2011 by removing the banner.

How is the banner generated? Via CentralNotice?
If so can you link us to the banner of meta wiki?

I'm pretty sure it's not a dupe of that. No local storage issues in console....
