At <http://en.wikipedia.org/wiki/Wikipedia:Volunteer_Response_Team/Userright_RfC>,there seems to be an early consensus to create a userright on enwiki, similar to the one that is already used on Wikimedia Commons, both to help identify users when using the popups script, and to use an abuse filter like they have at Commons to identify fake permission templates. It should be able to be added/removed by admins (although there is a possible consensus for members to apply it to others, although that is not clear as of now).

Just to clarify, the group should not have any specific rights, so please include something like "read" to the group, but nothing that applies any particular extra rights.

Yes, I've seen it. In that case, the request was rather open-ended, while with this, we plan to use an Abuse Filter, so need a userright for it to identify users who should be making the edits.

If you wish to do this, you can reopen the bug, as stated in the comments there; Asking for 2 sites to be changed in one bug may add to confusion.
