Allow icons (*.ico) to be uploadable by default. There is no security issue with icons, and [[Image:Favicon.ico]] then could work like [[Image:Wiki.png]] for example.
Created attachment 5526 [details] Example Favicon.ico, per [[wikt:de:Wiktionary:Teestube#Vorschau]]. Should be also used by OpenSearch description, not just meta tag itself.
Why should .ico be enabled by default? .ico files are useless on just about any wiki unless they are using the favicon trick. The Favicon trick needs to be configured to use that path anyways. So if you need to configure the favicon path anyways, why does .ico need to be enabled in the many places it isn't needed because they didn't bother to remove it with a config they shouldn't need?

@Daniel: Just thought it could work like [[Image:Wiki.png]].
[[Image:Wiki.png]] doesn't work either unless you configure $wgLogo to use the same path as that image. .png is enabled by default because it's a useful image format, .ico is disabled by default because there is no widespread usecase where it is useful, unless you are using something that already requires you to do extra config.
If/when we add an easier way to configure favicons (which we're not likely to do as they're cross-project) we'd probably have either a specific-purpose uploader or automated conversion from PNG.
