DannyB, Even though we discussed, please link to a consensus for this.
Well, since the upload is disabled on all of cs wikis, there is no need to edit these namespaces at all. We actually experienced not a small number of vandalism in them and even bigger number of false-started talk pages which should be rather on Commons. People are often confused by that. See relevant bug 24246.
