We tried to ask for "Upload Wizard campaign editors" flag for a media contest on commons. But part of the reason it was turned down was citing technical feasibility. I've asked Platonides for clarification on this since he posted the objection. It seems that the UW concept of a campaign editor has not been sufficiently embedded in community practice. So one or the other has to change.
I'm not quite sure what the issue is here. Is there a need for more fine grained auths, such as per-campaign permissions? Or are they simply not finding an admin who can grant them the upload wizard campaign right? For more fine grained control, the recent post I made on wikitech about general support for versioned config is probably relevant.
