Currently if you upload many files you can only choose rights for all files. This is fine, but I think it would be more convenient to have it on one page with (optional) choose-for-all option. Preferable at the top one should be able to choose common title (or more likely common prefix), common categories and such. Or maybe simply choose "copy below" for the first files (and maybe next files - copy from 2nd to 3rd, 4th...). All this is partially related to Bug 32247 (not able to go back), but 32247 is more about not being able to improve/fix one actions rather then ease of use.

If I could do this all over again I would definitely make it friendlier to batching, along the lines you suggest. MediaWiki is very batch-hostile so even this was an achievement, but we could have done a bit better. We might yet make a feature to "copy description from the previous one" as a kind of stopgap.
We now have options for "license each file individually" which shows up on the "details" page, we also have the "copy to all files" button. This is fixed.
