I don't know how long this is already the case, but for languages with a fallback with less than around 16% of translated messages, the localisation of the fallback language is shown. This is the case for e.g. pdt shows de, kl shows da, vls shows nl, eml shows it. Languages with a higher amount of translations show the normal messages: ht shows ht, ln shows ln, ... Another bug with the fallback system was bug 33768, don't know if there might be a relation.
Need more info. Maybe this has been fixed by Roan's LocalisationUpdate fixes?

I think this bug was still after his fixes, but anyway it seems to work again now... Setting to WORKSFORME.
