If an account is blocked on one wiki, especially a small one, there's little reason to allow what often amounts to cross-wiki abuse using automatic account creation. If a user needs to use the SUL system even when blocked on a wiki, there should be something like a "localaccountblocksulexempt" permission that can be given to whomever needs to use it.
Really a bad idea, we have a global blocking policy for a reason. I have often seen smaller projects having some really stupid reasons for blocking. Or in cases of a global interwiki bot the few that dont accept them. I would suggest closing this as a Bad Idea™ and WONTFIX
(Let me just clarify that Meta should have an exemption, and that this only applies to the automatic creation on view)
Agreed with Betacommand here. Local admins shouldn't be able to limit global accounts of other users.
